RI-PCH : Individual reporting of Handicap Compensation Benefit applicants and beneficiaries (RI-PCH)

The Individual reporting of Handicap Compensation Benefit applicants and beneficiaries (RI-PCH) are individual administrative extractions of the recipients of this benefit from the administrative databases of 25 departmental councils representing the whole of France (excluding Mayotte). Information is thus collected on all beneficiaries (at home or in an establishment) with open entitlements to the benefit as of December 31st of the years 2012 to 2016, whether or not this entitlement resulted in a payment. In addition to the characteristics of the beneficiaries, these extractions provide information on the elements notified by the departmental councils, following the opinion rendered by the Commission for the Rights and Autonomy of Persons with Disabilities (CDAPH) and the notification of the Departmental House for Persons with Disabilities (MDPH), and the corresponding payments, when these are made. The purpose of the RI-PCH is to: better understand the beneficiaries of the benefit (their number, evolution over time, age, gender and income); gain insight into the aid received and the amounts paid to each beneficiary; know the detailed and individualized content of the benefit plans and the evolution of this content over time; estimate the differences between the amounts notified by the MDPH and the amounts paid by the departmental councils; create a sampling frame for the PHEDRE survey (Handicap Compensation Benefit: Execution over time and remaining expenses) which will be carried out later face-to-face with the beneficiaries identified in the extractions.
